Thirteen Unrelated Tiles

Thirteen Unrelated Tiles (Shiisan puutaa) is a special hand in Japanese Mahjong. The dealer's first hand¹ must consist of “un-meldable” tiles and a pair. Other sources are inclusive of non-dealers able to call this on their opening hand.²
