A winning hand requires at least 3 points before winning, though only certain criteria can be used, consult the page before on minimum hands. After the hand is won the winner and only the winner adds up all the points that the hand contains. Elements can be counted more than once if different criteria can apply. For instance a kong of ones seat wind would score three points, 1 for ponr or kong of honours, 1 for pong or kong of seat wind and 1 for having any kong.

Criteria

A winning hand must have at least three points even prior to declaring ready. Points for collecting flowers or certain winning patterns do not count towards the minimum. Sacred discard is also in effect. There are no special payments for the dealer. The page on the minimum hand clearly states which hands can be used to win

Outline

The payout to the winner are as follows:
Win by a discarded tile: The player who discards the winning tile pays the winner double, the other pays nothing.
Win by a self-drawn tile: Each player pays the winner the winner’s final score.

Paying (no doubling)

Being the east player does not double points nor does the round of the east wind double points. There is no fan system. One point is worth one unit of payment or one unit if playing for stakes. There is no concept at all of doubling in Japanese/Korean three player mahjong.
