Penalties vary from house rules to house rules. Here are a couple of common scenarios where mistakes have occured.
Chombo
A chombo is a severe penalty. The offender pays 4000 to East and 2000 to others. If East is the offender he pays 4000 to each. Chombo penalty occurs under these circumstances:
- Invalid declaration of a win.
- Declaring riichi on a hand that is not waiting (determined in case of a draw).
- Declaring a concealed kan after declaring riichi, which changes the player's waits (determined in case of a drawn or the player wins).
- Exposing five or more tiles from the wall, the player's hand or opponent's hand.
- Claiming a tile after a dead hand.
After a chombo, riichi bets during that hand are returned and there is a re-deal. No counter is placed and the deal does not rotate.
Erroneous Call
- If a player makes an error in making a chi, pon, or kan, and fails to correct the error, he forfeits the right to win the current hand.
Touching a Tile
- If a tile is touched from the wrong side of the wall and was revealed or touched the image surface the player forfeits the the right to win the current hand. The tile is returned.
- Exposing tiles from an opponent's hand or from the dead wall results in a dead hand.
Wrong Tile Count
- A player with more than 13 or fewer than 13 tiles forfeits the right to win the current hand.
- A player who does not take a replacement tile after a kan before discarding has a dead hand.
Insurance Penalties
If a Player A discards a tile, which completes the fourth pung/kong or the last pung/kong needed for Player B's certain hands shown below, he pays the full value for all players should Player B win. This is regardless if the winning tile is off another player's discard or if it was self-drawn.
- Big Three Dragons — When a Player A discards a dragon tile, which completes the third dragon pung/kong needed for Player B's Big Three Dragons hand. Tiles of risk: the remaining Dragon.
- Big Four Winds — When a Player A discards a wind tile, which completes the fourth wind pung/kong needed for Player B's Big Four Winds hand. Tiles of risk: the remaining Wind.
- Four Kongs — When a Player A discards a tile, which IMMEDIATELY completes the fourth kong needed for Player B's Four Kongs hand. Tiles of risk: tiles not appeared except for one you can discard.
Optionally applied:
- All Honors — When a Player A discards an honor tile, which completes the fourth honor pung/kong needed for Player B's All Honors hand. Tiles of risk: the remaining honors.
- All Terminals — When a Player A discards a terminal, which completes the fourth terminal pung/kong needed for Player B's All Terminals hand. Tiles of risk: the remaining terminals.
- All Green — When a Player A discards a green tile, which completes the fourth green set needed for Player B's All Green hand. Tiles of risk: the remaining green tiles.
- Out With Replacement Tile — When a Player A discards a tile, which IMMEDIATELY completes the melded kong leading to Player B's Out With Replacement Tile hand. Tiles of risk: tiles not appeared except for one you can discard.
- This principle also applies when the last melded (open) pung/kong was made from a concealed pung.
- Even if s/he has already a concealed pung in hand, melded pung can be made from two of the tiles.
- Promotion to a melded kong from a concealed pung will also lead to these penalties.
- The point is that the last melded pung/kong FORCES the player to have these hands, when s/he wins (although it is nearly obvious that s/he would never give the marvelous hand away).
